States’ interests reflect the plurality of interests in a state. This allows for them to change.

Mechanism that protect HR or provide judicial review of the executive.
Affect its behaviour of relations.
Intervene when states are not protecting HR.

Democracies have change through elections in which parties represent the electorate.

Where states are tied together economically, politically, militarily and culturally.
