What is a hazard?

A

a danger or risk of an event occurring. Can morph into disasters.

What is a disaster?

A

A serious disruption of the functioning of a community or a society involving widespread human, material, economic, or environmental losses and impacts which exceeds the ability of the affected community or society to cope using its own resources.

When is a disaster deemed as such?

A

When a state of emergency is called.

When would a disaster have a slow onset?

A

drought or infectious disease.

What are some types of disasters?

A

Natural and manmade

What is the definition of bioterrorism?

A

the deliberate release of viruses, bacteria, toxins, or other harmful agents used to cause illness or death in people, animals, or plants.

What is agroterrorism?

A

the malicious attempt to disrupt or destroy the agricultural industry and/or food supply system of a population through the malicious use of plant or animal pathogens to cause devastating disease in the agricultural sectors.

Why plan for disasters?

A

Because it reduces loss of life and property, enhances response and recovery, prioritizes needs, improves communication, and helps maintain essential functions (among other things). No planning=no funding.

What are the 4 phases of disaster management?

A

mitigation, preparedness, response, and recovery.

Mitigation focuses on what?

A

long term measures to reduce the effects of disasters when they occur.

What does preparedness entail?

A

plans and preparations that are made to save lives and property, and to facilitate response operations. It ensures that all the resources/service needed to cope with a disaster can be rapidly mobilized and deployed.

What does response entail?

A

actions taken to provide emergency assistance, save lives, minimize property damage, and speed recovery.

What does recovery entail?

A

actions taken to return to a normal or improved operating condition following a disaster.

What are some issues involved with companion animals in disasters?

A

failure of people to evacuate because of their pets, abandoning their pets, animal ID, reuniting lost pets, sheltering animals.

Why are vets important in disasters?

A

they are trusted members of the community, can educate the public, are usually the first point of detection in animal dz, and are first responders.

County Animal Response Team (CART) is intended for use by who? What is their response time? Who do they establish relationships with?

A

intended for use by local government to take immediate action (response time = rapid). CART has established relationships with local agencies like fire,sheriff, animal control, etc.

What is the goal of the State Animal Response Team (SART)?

A

they train to facilitate a safe and efficient response to disasters on the local, county, state, and federal level.

What is special about the federal level vet involvement in animal disaster response?

A

They have to be requested to come in when the local vet community is overwhelmed. Involves VMAT, NVRT, National Animal Health Emergency, NAHERC, and US Public Health Service.

Who does VMAT operate under? When do they come into play?

A

The AVMA. They must be requested by a state.

What are VMAT’s 3 primary functions?

A

early assessment volunteer teams, basic treatment volunteer teams, and training.

Who does NVRT operate under?

A

It is a part of the department of health and human service’s national disaster medical system.

How is NVRT different than VMAT?

A

They have more public health responsibilities than VMAT.

What is NAHERC’s purpose?

A

to respond to exotic disease outbreaks and other disasters which affect livestock, poultry, companion animals, and wildlife.

What are some problems identified with past disasters?

A

communication issues, command and control problems, no standardized plan, training, and no common operating plan. These lead to chaos.

What is the purpose of the national response framework?

A

it establishes a comprehensive, national, all-hazards approach to domestic incident response.

What does the National Incident Management System (NIMS) do?

A

Mandates the use of the incident command system (ICS)

What is the ICS span of control based on?

A

the amount of individuals one can supervise. 1:5 is ideal.

A
