Adam Smith’s Discovery: workers who specialize by performing a single task again and again are more effective and efficient than workers who perform a wide variety of tasks. Doing a task over and over allows the worker to work quickly without making mistakes, increasing quality and decreasing per-unit costs.

Managers should use time-and-motion studies to identify how a job can be performed, experiment to discover the “one best way” a task should be done and then train all people performing the task to do it the “one best way.” Managers, after identifying an acceptable performance level for doing a task, should reward people whose performance exceeded that level. (Frank & Lillian Gilbreth also practiced Sci. Management.)

It was based on important principles: (a) a manager’s authority should derive from his/her position; (b) people should get jobs because of what they can do, not because of who they know; (c) jobs should be arranged hierarchically, so employees know who reports to whom; and (d) managers should make rules to control employee behavior.

(a) division of labor/job specialization can be good but can also be bad [employees “zone out”]; (b) unity of command: an employee should report to one supervisor only; (c) centralizing decision-making (top managers make decisions and others carry them out) thought to be good, during Fayol’s time, but later was recognized as flawed, with decentralized decision-making (decisions made throughout the firm) growing in popularity; (d) treat workers fairly; (e) discipline workers who disrespect managers and perform poorly; and (f) reward workers who perform well.
