ACCORDING TO THE 1976 SUPREME COURT CASE ESTELLE V. GAMBLE, INMATES HAVE A CONSTITUTIONAL RIGHT TO REASONABLE MEDICAL CARE. THE COURT HELD THAT TO BE DELIBERATELY INDIFFERENT TO THE MEDICAL NEEDS OF INMATES WOULD VIOLATE THE EIGHTH AMENDMENT PROHIBITION AGAINST CRUEL AND UNUSUAL PUNISHMENT.

• OVERCROWDING LIMITS THE ABILITY OF THE JAIL TO FULFILL ITS MULTIFACETED MISSION. THERE WILL BE LESS PROGRAMMING, HEALTH AND MAINTENANCE SYSTEMS WILL BE OVERTAXED, AND STAFF WILL BE STRESSED BY THE INCREASED DEMANDS ON THEIR TIME AND THE INABILITY TO MEET ALL INMATE NEEDS. INMATES WILL BECOME FRUSTRATED AND PROBLEMS WILL ENSUE.
