Notwithstanding the requirement of special authorization, a member MAY INITIATE and conduct a First Amendment-related information gathering investigation WITHOUT PRIOR SPECIAL AUTHORIZATION, provided:

A. It is IMPRACTICAL to submit the required paperwork prior.
B. An exempt commanding officer has verbally approved
C. All required paperwork submitted as soon as practicable but no later than 24 HOURS after the initiation of the investigation.
