  1. grievant presents complaint to supervisor
  2. submit a written grievance, supervisor has 10 calendar days to
    reach a decission.
  3. submit to second level supervisor (typically battalion chief), who has
    10 days to respond.
  4. submit to the fire chief, who has 14-30 days to respond.

If not settled it moves out of the FD to a mediator, personnel board, or civil service board for resolution.
