Q

Patrols will be on foot or by apparatus as designated on alarm assignment cards. When units have the responsibility of closing a manual valves and patrolling the adjacent valves which one do they do first?

A

Both functions are carried out simultaneously. Foot patrols are conducted by two handy talkie equipped firefighters. if a unit officer determines that the duties of shutting down valves and patrolling the pipeline, cannot be accomplished the officer must request the response of another unit either directly through the dispatcher or by notifying the incident commander

Q

Units other than those assigned to isolation duties will respond where?

A

The command post

19
Q

Units performing isolation duties will announce 10–84 where?

A

At VALVE locations, and inform the dispatcher of valve closures as well as completion of patrol duties. Upon completion of these assign duties, the unit shall report to the command post, or other assignment as directed by the incident commander

20
Q

If ignition occurs before arrival of the fire department unit, the duties required by the UAAC and instruction card must still be performed, and additional alarms transmitted immediately.

A

Manually close the valves are to be reopened only by personnel of the Buckeye pipeline company when the fire or emergency is over, when directed to do so by the incident commander, or to locate the leak upon direction of the incident commander. Ic should reevaluate the situation and make a determination if it would be prudent and useful to reopen certain valves. Opening a valve might actually use the head pressure created by an elevation of the pipeline, and thereby decrease the amount of fuel spilled

Just some random facts

21
Q

What is the primary consideration?

A

The primary consideration is the evacuation of the area involved. Avenues of escape must remain open for civilians and FD personnel
Note: if a strong wind is blowing, all ignition sources in the path of drifting vapors must be extinguished. Then, all ignition sources in the area must be extinguished

22
Q

The potential for explosion is greatest when?

A

On hot, humid comment and calm days

23
Q

Vapors may drift into salaries, stores, manholes, or subways with a potential for explosion and fire. What can you do?

A

The building of dikes may contain spills or divergent flow away from on the ground areas. Cover unignited pools of spilled gasoline or aviation fuel with the foam.

24
Q

____ hose streams held horizontally___ above the ground and moved rapidly from side to side will wash burning gasoline or aviation fuel aside to provide a path for rescue.

A

Solid hose streams; a few inches above the ground

25
Q

Department apparatus should not be brought closer then ___to a leak

A

600 feet to a leak

26
Q

In Brooklyn, the bay ridge line of the LIRR or diesel powered since line is not electrified. They have no radio or other contact with their Conrail dispatcher. Hence, request to the Brooklyn fire dispatcher to shut off power or stop train traffic cannot be accomplished. The incident commander must position flag persons at least _____feet on each side of the incident

A

At least 1000 feet on each side of the incident

27
Q

These flag persons must be equipped with what?

A

Hindi talkies, flashlights. They must have an understanding of their responsibilities and how to accomplish them. Waving the flashlight at chest height at least 4 feet horizontally to warn conductor. Also to warn our members immediately upon any suspicion or indication of an approaching train

28
Q

In Queens, certain parts of the railroad might be electrified, but diesel trains can continue to operate. The incident commander must initiate what?

A

Both procedures: request the power to be shut off, and that the train traffic be stopped, through the Queens fire dispatcher, and in addition must position flag persons at least 1000 feet on each side of the incident

29
Q

When the leak location is identified what should be included in the preliminary report to the dispatcher?

A
Location, estimate of amount of product in the street, typography, and exposures should be included in the preliminary report to the dispatch
Acronym:
L- Location
A- amount
T – topography
E– Exposures
30
Q

Company commanders of units having pipeline control valves in their administrative district shall have them inspected when

A

Semi annual during hydrant inspections. Valves should also be inspected during the familiarization drills.
Needed repairs or recommendations should be subject of a letterhead report to the Buckeye pipeline Cordinator at division eight. Reports of critical repairs should be the subject of an immediate telephone notification

31
Q

Valve pits subject to flooding must be inspected when?

A

During subfreezing weather. Flooded pits require an immediate telephone notification to the Buckeye pipeline Cordinator at division eight

32
Q

Familiarization drills shall be held when?
Division drills shall be held when?
Borough drills shall be held when?

A

March/April and September/October
March/April and September/October
October/November
MASO MASO ON

33
Q

At which drills will members actually close the valves?

A

The borough drills are the only drills were members will experience the actual closing of the valves

34
Q

The Iroquois pipeline consist primarily of what?

A

A single 24 inch steel pipe line, carrying natural gas that is under pressure and in a gaseous state. Natural gas is non-toxic, lighter than air, can be an asphyxiant as it displaces oxygen, combustible in concentrations from approximately 5% to 15% and will naturally disburse into the atmosphere. It is colorless and orderless in its natural state however Mercaptan is added to give the gas and odir

35
Q

Automatic valves require no action on the part of the fire department personnel. these valves also have Manual shut down capabilities. In the event these bows require manual shutdown, who will perform this?

A

This will be performed by con Edison/Iroquois qualified personnel when ordered by the FDNY incident commander.

36
Q

There is a buried manual valve designated E1 38–1 outside the meter/regulating station at Food Ctr., Drive. 1000 feet east of Halleck Street, there is a sign FDNY valve e – 13A – one. The valve stem is covered by a flushmounted valve box similar to a con Edison manhole cover. There is an additional sign opposite the valve manhole alongside the entrance road. This valve requires how many terms to close?

A

213 full turns to close. There is a special manual ranch for this valve just inside the entrance gate with a sign attached identifying it. Rescue 3 carries a special hydraulic wrench for this valve and a back up hydraulic wrench is stored at the FDNY command post building at 500 Food Center Dr.

37
Q

True or false
Except in the event of immediate threat to life or property, no valves should be opened or closed without the approval of the FDNY IC in consultation with con Edison/Iroquois personnel

A

True

38
Q

Duties of units may involve what?

A

Manually shutting down valves and/or patrolling the pipeline to locate the reported leak or fire

39
Q

The initial actions of units responding to pipeline boxes are?

A

To set up a perimeter and eliminate sources of ignition. Natural gas is lighter than air and will naturally disbursed into the atmosphere. If the natural gas has ignited, consider shutting down the gas supply

40
Q

Should we use fog lines to help dissipate the gas?

A

The use of fog lines may actually hinder the dissipation of the gases. Consideration shall be given to allow escape in gas to naturally disburse into the atmosphere without the use of fog wants to assist.

41
Q

What is the primary consideration?

A

Evacuation of the area involved.

42
Q

In the event the incident commander decides to have the manually operated valve E13A–1 closed who can reopen it?

A

Only be reopened by personnel of con Edison or Iroquois pipeline company

43
Q

Patrolling the pipeline to locate the leak will be performed by who?

A

Squad company or soc support latter company utilizing their meter capabilities. If rescue, squad or soc support latter company personnel are not available, the ic shall order available units to perform these duties

44
Q

Upon confirmation of a leak what do you do?

A

Transmit a second alarm for the street box nearest the location

45
Q

There will be two types of Drills conducted during the year; familiarization drills conducted in October/November and borrow drills conducted in April/May. Multiunit drills maybe utilized also. Can valves be operated at these drills?
