A

Develop action plan, determine strategy & overall incident objectives; set priorities; obtain & assign resources; predict outcomes and planning; assign specific objectives to the Tactical level

Direct activities toward specific objectives: responsible for geographic areas or functions; as responsibility & authority to meet strategic goals?
