What is the Departmental philosophy for the Explorer Program?

A

Providing guidance and direction to young adults results in them being better citizens. Therefore, the Department encourages all Areas to become actively involved in the Explorer Program.

What is learning for life as it relates for CHP Explorers?

A

Learning for life is an organization associated with Boy Scouts of America, whose primary function is to provide direction and liability insurance to members associated with explorer programs.

Who are the members of the Board of Directors for the Explorer Program?

A

It shall be compromised of not less than five members, nor more than twenty members. The Board of Directors will include each of the four Commissioners, their Executive Assistants, as well as the eight field Division commanders.

What is the mission of the Explorer Program?

A

The Mission of the CHP Explorer Program is to develop young men and women into responsible and productive citizens through discipline, and commitment to serving their community.

  1. Teach integrity, leadership, commitment, responsibility and good citizenship to young men and women
  2. To instill an understanding and appreciation of the justice system, human relations, morality and ethics in law enforcement
  3. To assist the CHP in providing service to the community, especially during times of emergency.
  4. To obtain volunteer services from program participants, which will assist the Department in fulfilling its mission and afford explorers the opportunity to learn the value of volunteer community service.
  5. To afford young men and women an opportunity to explore a career with the CHP.

What is Level 1 explorer training?

A

it is a 24 hour curriculum conducted at the Area level. Level 1 serves as a prerequisite for ride-along certification. After successfully completing Level 1, explorers are permitted to participate in ride-alongs and other post activities.

What is Level 2 explorer training?

A

Level 2 training is a 16 hour block dedicated to first aid and CPR. This is also handled at the Area level.

What is Level 3 explorer training?

A

Level 3 is an annual event coordinated by the statewide explorer coordinator, in conjunction with the Division explorer coordinators. Level 3 is an 8 day, live in academy, held annually during summer months. The location of the Level 3 Academy will be determined by the Board of Directors.

What is Level 4 explorer training?

A

Level 4 is training conducted annually at the CHP Academy. This event is coordinated by the statewide explorer coordinator and the Academy Staff. Level 4 is a six day live in academy, and is designated as the final component in preparation for explorers transitioning to cadets.

When the explorer post receives donations, how long do they have to deposit the money?

A

The donations shall be deposited into the post’s bank account within 72 hours from the receipt of the donation.

A

The Statewide explorer coordinator is responsible for the standardized implementation of the Explorer program and has overall responsibility for managing the program statewide.

A

An AD HOC Advisory committee consists of citizen group members, parents, or community leaders as representitives. The purpose is to provide community input int the Explorer program and to serve as a “booster” organization

A

Explorer Captain - Each Post shall have one designated regardless of size
Explorer Lieutenant - Should be no more than 2 lieutenants, can be eliminated if the post is small
Explorer Sergeant - Ratio of sergeants to explorers should not exceed 1:5
Explorer - This is the basic explorer rank
Explorer Cadet - These are the explorers that have not graduated from level 3 Explorer Academy

Learning for Life training is valid for how long?

A

The training is valid for a 2 year period, therefore all personnel involved with the explorer program shall be recertified every 2 years.

What are the requirements to become a CHP Explorer?

A
  1. Departmental policy states that explorers have to be between the ages of 15 and 21. Explorers who reach the age of 21 may continue their explorer membership for the remainder of the chartered year.
  2. Have no felony arrests or convictions
  3. Maintain a minimum of a “C” or 2.0 grade point average in high school
  4. Be in good standing with their school, work, and family

When shall explorers submit their report cards to the advisors?

A

Explorers shall submit copies of their report cards to the post advisor within 30 days of the conclusion of the grading period.

A

It results in a one-month suspension

If an explorer is injured during work, who covers / pays for the injuries?

A

Payment for medical treatment shall first be assumed by the parents and/or the Explorer. Supplemental accident insurance for explorers is available through learning for life in order to cover expenses above and beyond what is covered by the explorer’s personal insurance.

A

A copy shall be made of every check. The copy of the check shall be maintained with the bank’s deposit slip. If a copy was made of the deposit slip, the copy shall be attached to the bank’s receipt. The deposit receipt along with the copy of the deposited check shall be maintained at the Area level for a period of 3 years.
